1. Local Planning Information

Mr Richard Leyshon, Head of Planning Services at Stockport Council, has provided the following statement for the benefit of local residents.....

 

"It is understood that some residents in the Woodford area have been approached with an offer to purchase open land for inclusion within garden areas. Officers of Stockport Council have been asked for advice on this matter. They indicate that, whilst they cannot provide advice on individual cases, the following should be noted:

  • the use of open land as residential garden space will usually require planning permission;
  • in the event that a planning application is received for such a proposal it will be considered having regard to the policies contained within Stockport’s development plan, national planning policy and any other material considerations;
  • in relation to proposals on Green Belt land, national and local planning policy sets out a range of purposes for which the use of land in the Green Belt is considered appropriate. Extensions to domestic gardens are not identified as an appropriate Green Belt use and, accordingly, are deemed to be an inappropriate use (because they are likely to encroach upon the open character of Green Belt areas).  This means that such proposals would be contrary to both local and national policy and could only be granted planning permission if the applicant is able to demonstrate very special circumstances which outweigh any harm that would be caused to the Green Belt."

2. Update on Recycling within Stockport Metropolitan Borough

In October 2010 Stockport Council will be providing all suitable households with a black wheelie bin for waste that cannot be recycled. These bins will replace the blue bin bags, which in future will only be provided for households where a wheelie bin is inappropriate. Over the same period the Council will also be delivering an indoor food waste caddy and a roll of compostable liners to assist with a new weekly food waste recycling collection. Food waste can then be placed in the green garden waste wheelie bin, which will be emptied once a week. Households that do not have a green wheelie bin will be given a smaller (23 litre) outside bin in which to store their food waste. The mixed food and garden waste will be turned into compost in a recycling facility in Bredbury.  

 

Residents will receive new calendars giving details of the new collection dates in due course.

3. Road works in Bramhall

United Utilities will be undertaking water mains rehabilitation work in the highway in Bramhall village centre mainly over the school summer holidays.

 

Phase 1: Ack Lane East started on 17 July for two weeks working away from the Moss Lane junction under temporary two-way traffic signal control

 

Phase 2: Ack Lane East/Moss Lane/Woodford Road/Bramhall Lane South junction starting on 1 August for two weeks under temporary four-way traffic control.

 

Phase 3: Woodford Road starting on 16 August for the remainder of the holiday period working away from the junction with Syddall Road towards the A555 under temporary two-way traffic signal control.

 

It is likely that further work may have to be undertaken in Moss Lane and possibly Woodford Road. This will be coordinated to run either in September or during forthcoming school holiday periods.

 

United Utilities will be placing advance warning signs to alert motorists to these disruptions.

 

4. Area Committees

Stockport has seven Area Committees whose members are the ward Councillors for those areas. They provide the citizens of Stockport with the opportunity to make a contribution on issues which effect their local community.

 

Area Committees have budgets to make decisions about traffic calming, pavement repairs, public rights of way and other local highway matters.  They determine applications for the use of parks, nominate governors to local schools and consider planning applications. They also monitor the operation of services provided by the Council and external agencies within their area and can make proposals on how services can be improved.

 

They provide an opportunity for local people to have their say through open forums, public question times and public speaking on planning applications and are an important part of the Council's public consultation process with the local community, community council, tenants and resident associations and other local groups.

 

Bramhall and Cheadle Hulme South Area Committee represents the wards of Bramhall North, Bramhall South (which includes Woodford) and Cheadle Hulme South. It meets every month at Bramhall Village Club, Melbourne Road, Bramhall. All meetings commence at 6.30 pm and are open to the general public.

5. Neighbourhood Policing

From a report presented by the police at the August Area Committee meeting it was noted that although the crime rate within the Woodford was low, there was a need to remain vigilant at all times. Unfortunately there had been some burglaries in the area and the police welcomed the introduction of additional Neighbourhood Watch schemes.

 

There is to be a drive against the parking of cars on pavements, which causes unnecessary inconvenience to pedestrians and is a traffic offence. Appropriate action will be taken against offenders.

 

Stockport dog warden services have indicated that they would happy to attend local meetings to discuss their activities. They are currently focusing on dog fouling, which could result in a fine of £50 for dog owners who do not clear up the mess made by their dogs. For persistent offenders the penalty could rise to £1,000.
